Juvenile judges decide on a daily basis on the fate of young offenders and victims of domestic violence and neglect. Filmmakers Meral Uslu and Maria Mok were given the unique opportunity to shoot behind the scenes. They reveal the dilemmas of juvenile judges and the hopeless situation of many delinquents. What to do with the voluble 17-year-old Younes who wants to finish school? Prolong his detention, after all? Or with Teressa, who clearly indicates that staying with her mother will be emotionally detrimental. Although her father is unable to take care of her.
The long waiting lists, the social workers? impotence and the lack of family guardians face the people involved with huge dilemmas. It gnaws at their hearts. Judge Fred Salomon, for instance, draws his conclusions from the fact that children end up in prison due to a lack of treatment places: 'I can?t really stand it and have decided to quit.'
