Documentary about the controversial story of the Jewish Council for Amsterdam. From 1941 till 1943 it functioned as an instrument of the Nazi forces of occupation. In a satanic way, its staff members were played off against each other and used to help the deportation of Jews from Holland. In the film, those involved describe the impossible choice that had to be made and the inhuman moral dilemmas they faced. The involvement of the Jewish Council in the deportation process is a tragedy of guilt and implied guilt. The disdain and anger which the Council often provokes make it clear that this institution is a scapegoat. A scapegoat used to hide the personal and collective failure of both Jews and Gentiles.
